Parks are theoretically nonsmoking. But the disneyfication of Times Square and eliminating traffic from many Manhattan streets to make pedestrian malls with chairs and tables may not be a bad bet near your hotel--especially early morning and weekday evenings. if you keep a reasonable distance from other people.
Brooklyn is a bit more relaxed and if you are feeling adventurous, you might take an East River Ferry (from East 34th Street) and explore the new waterfront promenades that now exist from Greenpoint all the south to Red Hook-- where you're sure to find find a comfortable spot on a bench where no one will much mind you smoking.
As for New York's current attitude to smoking, I will admit it's been mixed for a while. But I certainly don't feel I'm a pariah in anything like the way I did one evening in downtown Indianapolis, a few years ago, when I decided to light an after dinner cigarette on a stroll.
