I love the shape and feel of Nordings like yours. While I am far from an expert on pricing estate pipes, I would be happy with that pipe at a $40 price.
There are lots of posts in the Pipe Repair section of the forum on cleaning stem oxidation; and I'd encourage you to wander through them. That being said, a soak in oxyclean, thorough rinse, and rub down with 0000 steel wool and magic eraser should clean up the light oxidation. For a more lustrous shine you'll want to grab some micromesh sanding pads and or find someone with a buffing wheel.
If the pipe has been previously smoked, I'd highly encourage you to complete a salt and alcohol treatment on the bowl, and then clean both the shank and stem thoroughly with pipe cleaners soaked in alcohol (I use 99% isopropyl alcohol, others use everclear) until they run clean. These processes are also well documented in other threads on the forum.
