That is Cadogan era stamping, started after the merger in 1981. Yours is one of the rarer ones that also have the pre-Cadogan brass rondell. I have one as well. While I have no proof, I suspect these pipes were made early in '81 after the merger and brass rondells were used until the inventory was exhausted. These pipes also seem to have a letter stamped near the shape number. My pipe smokes as well as my other pre-Cadogan pipes so I hope yours will as well. Perhaps older inventory briar was also still in use at this time.Edit: it has the round made in London, with the England in a straight line under it
