McClelland Navy Cavendish. Not sure if it's the most rum flavored but it's there for sure.

Although it apparently has other flavorings as well, Mac Baren Navy Flake is really good. You can also soak your own tobacco in rum and then allow it to dry. I took Stokkebye's LNF and soaked it for seven days a while back and it's better than Blockade Runner, IMO.

The most? Black Frigate (tastes more like rum flavoring than real rum to me but I’m sure a lot of blends use a flavoring rather than the actual spirit). My favorites: Dan Tobacco Salty Dogs, Mac Baren Navy Flake, GH Rum Twist, Rum Flake. Haddo’s is up there to although I didn’t realize the flavoring was rum.

I'm fixin' to open a tin of Haddo's Delight. It is somewhat polarizing in reviews, but I bought it when it was acclaimed. G&D Rum Flake sounds extremely tempting.
