Agree that one needs to define what a codger blend is first.Define "codger blend".It's not a very precise term.
Are you referring simply to what have been called "The American Classics" - the burley based, foil pouch blends that are sold in drugstores, convenience stores, and gas stations - the blends that you don't need to go to a tobacconist for? If so, probably Carter Hall or Prince Albert.
If you include things like commonly available bulks, then probably Lane 1-Q.
If you ask one of our friends from the British Isles, you will get different answers.
