I'm happy to see this step pass with so much support. Seems to be common sense to me, but then, I'm a smoker in Louisville and I can remember back before the bans took effect.

I say "step" because as it stands, the venue would require a liquor license.
So, tobacconist shops with lounges can't take advantage of the new law.. yet.
Hopefully that will be addressed sooner than later.

I was completely unaware that there were states that didn't allow cigar lounges. During my adult life I've lived in both PA and WI, and in both states there have always been plenty of cigar lounges where I was welcome to smoke a pipe. I thought that the law in all states was that a proprietor could permit smoking in any establishment that he did not permit minors to enter -- which only makes sense. I'm glad that you're getting this of course, but I'm shocked to learn you didn't always have it!

So become a bar and you can smoke and vape to your hear is content, as long as the place you are doing it in serves alcohol.

What is the different between going to a bar to do this?

We always did until an indoor smoking ban was passed within the city limits back in.. 2008.. if memory serves.

The night before it went in to effect, everyone was out at the bars smoking it up.
A group of friends and I ended up on the front page of the Courier Journal, cigarettes in hand, bellies full of booze.

Vice has a strange and arduous history in Louisville.
On one hand, it's the center of bourbon making and a historically tobacco rich state.
On the other, Kentucky is conservative leaning and the lawmakers frequently bow to the moralistic zealotry.

Churchill Downs always has their greasy hand in the pot too. When it comes to gambling, drinking, et al- you better believe their interests are served first.

We had to fight very hard in Wisconsin to grandfather existing cigar/pipe shops smoke friendly. I’m not sure what the rules are to sell beer, wine and liquor are but I’m sure it’s a high percentage of cigars to alcohol sales. Even back in the good old days most bars were posted No Cigars.

I know Uhles, to my knowledge, does not sell alcohol.

I will say that as much as the smoking in bars and restaurants being banned initially bothered me, after a while I came to enjoy not smelling like a stale cig after a night out and I believe bars saw an uptick in revenue from folks who started going out more knowing they didn’t have to wind up reeking like a cig after a night out. The regulars who smoked were still going out as well.

Anyways I always thought pipe and cigar lounges should be able to smoke indoors. Glad Uhles was grandfathered in.

You might be surprised to learn that there are counties and municipalities around the country that are “dry.” I’ve always found this to be absurd but even more so knowing that Jack Daniel’s is located in a dry county lol. Religion is a hell of a drug haha 🤣

Honestly, not just bars, but any private business proprietor should be allowed to choose whether or not to allow smoking, so long as it's reasonable... bars certainly fall under that reasonable expectation, "Baby and Me" or a book store not so much.

But I don't think you should need to be a liquor store or have a liquor license to allow smoking, and I don't think that just because you're a bar that you should have to allow it. If you allow it, people can choose to go to a different bar that doesn't allow smoking if smoke bothers them.

If you're an old bumpkin hole-in-the wall discount grocery store, that's an arguable gray area, especially if you're the only grocery store in a reasonable distance in a rural area where people couldn't reasonably give their patronage to a different store. If you're a hole-in-the wall watering hole and the only one within reason, then it should be allowed if the owner wishes it even though there's no reasonable alternative bar people could go to. The difference is, people need groceries and food, they don't need to drink alcohol at all, let alone in a bar (and that's not some moral anti-alcohol thing, that's reality, drinking is a luxury and not a necessity).

Basically, it boils down to common sense. And of course I'm not against banning smoking in public buildings (like, government buildings... post offices, courts of law, the local utilities department, etc), that's again a case different than a private business.

You have to read the small print.
A minimum of 15% of your sales has to come from cigars or pipe tobacco.

Move to Louisiana, you can smoke anywhere you damn well please.
It’s sort of like Tennessee 20 years ago.
Not exactly true.
I live just outside of New Orleans and you can't just go into any business and light up a smoke. And, the places you can smoke are limited. That being said, I haven't seen any outdoor areas except playgrounds that have no smoking signs posted.

Point was not hardly any restrictions at all.
Of course you can’t smoke at a playground or school…..
