Nope, not magnetic. I guess I should of checked that first...

There is a small chip in it that may be a clue to what it's made of.

it is quite heavy for it's size. It's about 2 1/2" tall by 1" wide.
Metals like brass, bronze, and lead are not magnetic. Could still be a finial from a lamp or other fixture, fence, etc.

Yeah, it looks like a bottle stopper, but I would use it for a pipe tamper if that works. Its made out of steel so now I'm searching for an answer..

Its clearly the stopper to a genie bottle. Did you find the bottle? Or the genie?

Nifty puzzle. I'm inclined against the finial idea because the item is so smoothed it doesn't have much decorative aspect from any distance. It is so uniformly smoothed, I tend to think it was a stopper, maybe for a large crockery jug, also the way the end is tapered just the way a stopper would be. If it is not magnetic, it could be lead; people weren't sensitive to its toxicity years ago. I remember my dad melting lead on the stove to pour into a bullet mold, just for sport, which may be what happened to my mathematical aptitude and SAT test scores in math.

It's a 19th Century butt plug. BROBS can likely provide a lot more details.
actually that was my first thought except the BROBS part. I don't get any indication he swings that way or that it matters if he does except to his wife maybe. But back in those days butt plugs where sold as a way to fix constipation, no idea if that works or if that was just a way to make buying them while maintaining eye contact a bit easier. But it's about the right time for that to be what it actually is.
