When I attended college, VCU, in Richmond, Virginia, graduating in '01, They had erected "smoking shelters," outside and bannished all "the evil smokers" to those shelters. Then some bright bureauocrat decided that those shelters had to have "building numbers" in case campus police, fire or EMS needed to resond to them. Ok, got that. Then they passed a new law, "NO SMOKING IN ANY PUBLIC BUILDING." Guess what this included? Yep, you got it, the nice new "smoking shelters" now have great big "NO SMOKING" signs in them.
