Jay, in the US, when you sign up to a group of Secret Santas, you agree to buy a present for someone in the group, and receive one from someone. But, the fun is that it must remain absolutely secret who everyone is. Some will reveal who they are, but then that is just gift-giving, IMO. But, I just like to randomly gift someone without being in a group... or maybe I don't. I like to call it Top Secret Santa.
