This is a brand new Ropp pipe. I’m not sure what I’m seeing. Stain maybe? Is this common in a new pipe in the 100-150 dollar range? If that is stain should it be smoked like that. Ideas on how to remedy it or just smoke away?

Yes. Wasn’t sure if it’s something that should have been removed/not there to begin with. If it’s stain/finish is it healthy to smoke it till it’s gone.
If bowl stain was poison, we’d all be dead.

I don’t see anything out of the ordinary in the bowl. I’d light it up. I’m not seeing anything pictured in the chamber that would lead to a burn out. It just looks like a bowl stain that was unevenly applied.
Looks like stain. I don't care for it and generally give a light sanding to get the inside of the bowl closer to bare wood.
I hate to be the one to break this to you... It's not healthy to smoke anything.
Most likely I'd guess. Not many manufacturers set out to kill their customer base. That's a bad business model to follow.
Aren't we a strange bunch! We worry about stain,bowl coatings, different wood, mouthpiece material,lighter fuel and wondering if it's ok to smoke them all the while sucking in all the carcinogens in tobacco. We are a strange bunch, but then again, why make the tobacco more harmful than it already is.

But some are the work of Beelzebub
I had a brand new pipe that tasted so foul, I dumped the contents after a few draws.
Sanded out the bowl, but it still took a couple of smokes before the skanky taste left
