Venkat, welcome to this forum. I had to check where your city was and came across some great images. So Chennai was once Madras? As for getting around high customs, that's part of being a pipe smoker who orders online and lives outside the US.
Greeting from Vaughan, ON. Learning how to deal with customs charges on tobacco orders from US is part every new pipe smokers journey, I guess. Sorry, no advice on how handle this process in India. If the order is dinged by the Canadian customs though, we pay it at the post office when collecting the parcel. If the parcel is clear without tax addition he parcel is delivered to post box.
Welcome!!! Unfortunately I don’t know the answer authoritatively - but I think if it is shipped by Fedex or a similar courier, they will act as agents, collect the duty from you before releasing the package.
I think the worst case scenario is you would have to go to your local customs office, pay the duty and get your package released.

Welcome from central North Carolina, U.S. All that comes to mind is to connect with travelers who could bring it in as personal tobacco, in restricted quantities, but mind the legalities. Alternately, I wonder if there isn't domestic tobacco in India which probably has appropriate climate some places, but you'd know that. Again, welcome.
