Seems like it must be the stem, as that's the only significant difference. Is the draw the same (wide open) as your other cobs? What does the end of the stem look like?
I'm guessing that has to be it. The draw isn't as wide open as my other cobs that support filters. The hole in the tenon on this one is quite small- enough to pass a pipe cleaner.

As it happens, I recently acquired a MM Shire Hobbit and I also noticed a bit of a gurgle. I've only smoked it a couple of times and am reserving judgement until iI've used it a bit more. If nothing else works for you, you might try something like Nording Keystones in it. These can help keep a non-filtered pipe drier, but the improvement is modest in my experience. I really dislike a wet smoke, so the majority of my pipes are filtered. I find paper filters to be useless and go with balsa and charcoal filters.
Do Nording Keystones really work?

So I just received my Cobbits today as I like to have sets of things and the price is right though I still haven't acquired the Wizard but the small one with the shallow bowl gurgled upon first smoke , so it's indeed "a thing"
Let us reason together, seems it's time to delicately modify...

Maybe try funneling the end of the tenon with a countersink bit to open up the air flow.
This will help but won’t completely eliminate the issue. I have three cobs with non-filtered bits, one of which is a short bit Dagner. They all gurgle so I DIY’ed them…. Now they only gurgle if I puff too quickly or don’t dry the tobacco adequately. In this regard the are very much like most of my briars.
