All I'm sure of is that the last few times I bought any Cavendish blends, it seemed that they included enough gallons-per-pouch of propylene glycol so that it becomes impossible to dry out enough to set fire to. At least mixing it together with some other tobacco that had gotten dried out makes it burnable.
