One thing about living in a high rent city: most tobacconists can't afford the rent. I can think of only one left in Manhattan, though there must be a few more. The tobacco here costs twice as much as online. The state legislators, possibly the group with the most criminals outside of organized crime, need high taxes so there is more for them to steal.
