Yes main use as a pipe tamper. It normally sits straight with the scales. It has a round ended pipe knife, too.

the Czech tool is actually for 3 different forms of tobacco. The tamper for pipe, the spike as a cigar nubber, and the spoon for snuff!

Has to be both. That's why it can be rotated 90 degrees, from tamper to hammer.
