So was it meant to be a pipe tamper at all? If so, this is the only thing other than a lighter which I think of that was meant to be for pipe and cigar.
Yes main use as a pipe tamper. It normally sits straight with the scales. It has a round ended pipe knife, too.

the Czech tool is actually for 3 different forms of tobacco. The tamper for pipe, the spike as a cigar nubber, and the spoon for snuff!

It normally sits straight with the scales. It has a round ended pipe knife, too.
The whole thing is really a cigar tool. The spike for opening up cigars and the rounded blade for breaking box seals and removing box nails. Here's a fixed blade cigar tool without the spike.
