Is Glp Quiet Nights a cut flake? If not, what is it, and what’s a good way to pack it? Opened the tin and had no clue just kind of smooshed some in and the smoke wasn’t great.

I'd say this was a broken flake. I really like it and to smoke, I rub it out by hand before too much dry time goes by, say 5-minutes. Take care to rub out the chunks as it is chunky. Don't turn into powder however. Smoke slowly as this really helps the flavors to shine. Again, may want to dry out the tobacco after rubbing out for another 5-10 minutes, per a Greg Pease suggestion for Latakia blends.
