How dry should it be?

Depends. Va, usually on drier side. Some like them almost bone dry. Lat blends usually right before it's dry to touch. Then there are personal preferences. I mostly like them with just a touch of moisture.

It depends. If you're eating it, it's better wet. If you're smoking it, it's better dry.

It's all preference and it depends on the blend as well. I usually like mine on the drier side, but not crunchy/crispy dry like some prefer.

Aromatics can lose some of their added flavoring as they dry out. You will taste more of the tobacco and less of the added flavor toppings.
