It depends on the market size. Here, Canada isn't a big market for pipes and tobacco, which reflects on the very limited selections for each one sees at local tobacconists. I asked the owner of my local B&M about getting particular items/brands of both pipes and tobacco and that was his explanation: 'it's hard because Canada isn't a big market, and many manufacturers won't bother, especially tobacco blenders/companies, since they have to comply with all the warning labels regulations and BS: it's just not cost-effective for them to bother'.
