I had the exact opposite experience with Lane Ltd. BCA left for years in a sealed Mason jar.

It wasn't 'cellared' for the purpose of ensuring supply nor for aging; but rather, it simply migrated to the way back of my tabaks which were long out-of-rotation.

When I open this jar up - to a very satisfying unsealing hiss and pop with the removal of the flat disc part of the lid - I discovered the BCA had turned into a blob of weird gelatinous goop!

It was fairly disturbing to ponder what that was all about. - Sherm Natman
Interesting.
I can only relate my own experience. It was kept in a cool completely dark place for 7 years. Every 6 months or so I’d take the mason jar ring off (but leave the flat lid on) & reapply a vacuum using a jar sealer device attached to a bag sealer machine ) just to be sure.

No such "kind and caring routine maintenance" was performed in The Mysterious Case of the BCA Blob.

Once relegated to the bowels of the Out-of-Rotation stockpile, it was left to the tender mercies of come what may until it was unleashed upon your unsuspecting narrator.

What method did you use to vac seal it ? How long ago ? Under what conditions was it stored ?

After your post I checked my BCA jars & all is perfectly fine with them.

On the other hand, I prefer Brit Lakeland type aros now over those with lots of PG.

Mine are sealed in Mason jars that have been vacuum sealed with a Food Saver vacuum attachment and vacuum pump.

The jars are kept in my basement, in a dark closet. The humidity is probably around 40% and the temp is 60-70F year round.

They are just fine. May lose a little flavor over time, but not enough that I really notice all that much.

I think the key thing is that either the oxygen is reduced by vacuuming or consumed by whatever process occurs as the tobacco sits. Oxidation of the oils in the tobacco is what kills it over time.

I use the same set up as you do & store under about the same conditions. Completely dark room held pretty steady at around 65F.
The oldest BCA I have vac jarred&sealed is 7yrs old and there’s no discernible difference in it from when it was new.
What may happen to it over even longer time periods, I don’t know.

From my understanding, it's a retail ban that wouldn't necessarily ban online ordering, right? So you could still order from out of state, unless I missed something.
It criminalizes all sale in the state. Online retailers are unlikely to continue to sell to Oregon residents and risk legal action. This is historically the case with any such product ban.
