Indeed they did.
The block format made in Ireland was used after the patent period 1915 until the start Irish free state period1922.
I had a hallmarked Dutch billiard that was from 1915 (if I remembe correctly) that was stamped with Made in Ireland in block lettering. I sold it to @ashdigger .
the later made in Ireland com was in a circle used in the 1940's
I beleive the made in England com follows roughly the same date lines

Completely agree with everything you mentioned, but I have seen some inconsistency with the English stamps and I think they could have put a big part of them somewhat randomly. This pipe could be the perfect example for it - if we follow the same stamp logic, a date range for it would be roughly 1899-1922, but from what I know the 3xx shape number stamps came later than that...
I know almost nothing about this, but don't those proof marks on the band denote dates or something? If not, they should, as an act of mercy for us latter-day pipe frotteurs.
