I agree with @anotherbob, that stone pipe looks like an opium pipe to me. Probably not the pipe to take up the hobby with.

The Meerschaum despite having 1861 carved on it is from the late 19th or early 20th century. They were carved usually from chip meerschaum in Austria from about 1885-1915ish and sold as "antique style" pipes. The dates usually corispond to some event (usually a military campaign) in history from the 18th or 19th century. Yours having 1861 and a running bull, one could speculate that it commemorates the 1861 Battle of Bull Run during the American Civil War.
