I’ve seen them on some craft beers a handful of times. Kinda “hey, neat” the first time you have one. I believe it had something to do with less glugging when you drink/pour, and being able to see the beer. Something feels not correct about the openness of the can, can’t quite put my finger on it. Still kinda cool though, clever.

There's a couple breweries in the USA that have cans with tops like that, but it hasn't caught on. I thought there was even one design that could be either regular opening or full opening depending on which way the tab was rotated. Using a "topless can opener" is a similar idea that is trying to become popular with two competing options so far:
