Love it! My best guess is House of Lords, which might be a Sasieni second apparently.
I had wondered the same, but the little available information on House of Lords pipes shows quite different nomenclature. I have even half wondered if it was a random H. L. savory line

Just got an email from Jason (klaus) who used to own this pipe. He never could find its provenance, and is pretty sure it’s not from Herbert love given the lack of markings on it. If he couldn’t place it, then I doubt I ever will. Happy if someone wants to come up with an alternative narrative behind the name

Haha yeah that is the exact pipe in question. William is an excellent dude with a great inventory. I have purchased quite a lot from him.
I thought maybe a previous owner. Alas, we're stumped.
Funny thing is the initials H.L pop up a few places with English pipes.

H.L. Savory. But their nomenclature is Savory and different S's
Apparently bought by Dunhill at some point.

H.L Blatter is credited with creating the early gourd calabash as we know it, and bringing them to England.

That's all I've been able to accomplish through rampant Google searching.

A friend of mine visited Munich some time ago, i asked her to buy me a few tins from Pfeifen Huber, she’s a dedicated anti smoker but came back saying “what a wonderful shop”.

Sorry, no real idea. I can tell you that according to Who Made That Pipe "H.L. Bruyere Antique", and "H.L. Deluxe briars" were sold by Harrod's Ltd. Even if that means your pipe was sold by Harrods (and that's not really a sure thing), it doesn't say who made it for them. If you google around you'll see that several of the usual suspects are mentioned (Comoy, Barling, etc) as manufacturers for Harrod's but unless there's a shape number it'll be tough to say. And as far as Barling is concerned as far as I can tell they rarely produced a pipe for someone else to sell without slapping their name on it too. But of course rarely and never are two different things.

But it is a cool pipe! Let us know if you find anything else on the stummel or stem when you get it.
