Comoy's are usually rather tricky to date but the stamping on this one helps us narrow down the time frame.
I believe the Grand Slam patent was applied for in 1933, the patent was granted in 1935. Since this example is stamped Patent Pending I think it is safe to assume that this is a 1933 / 1934 pipe.

Great grab! What exactly is a leather washer for a pipe?
In the very last image you see the stinger.
The very front of that stinger is a slot, to unscrew the front of the stinger. Directly behind that is where the leather washer would be installed. I will see if I can find the patent drawing.
