The other option is to use them “Tavern” style with the stems down. I’ve made a couple that way for clays and estates waiting on restoration.

That's thinking outside the box. Never heard that term (tavern style) before. Is there a story that goes along with it? I think even this style would benefit from a more ample hole on the upper level to better accommodate different style pipes.

The bowl up vs. down is something I’ve seen more commonly in European antiques. The name relates to how the were used. The holes are 3/4”because I use that one primarily for clays. They are probably the easiest and cheapest racks to make, but definitely not the prettiest. Utility can’t be beat though.
