I would also vote for the epoxy fix. If the mortise and tenon are too smooth you may want to ever so carefully roughen the surfaces to ensure the epoxy has something to anchor to. That's a lovely meerschaum you have there. I may even consider sending it for repair if gluing makes you nervous.

Epoxy is what most maker use. I used it on a pipe and its still fine.

Be careful of weird kinds of glue. Gorilla can foam depending on type

Regular old 2 part epoxy will do the trick. Its not a part that should require much to hold in place.

Clean it off well, glue it. Dont use too much glue. Let it dry a day or two and be happy.

What Sigmund said is of concern, although I have never tried gorilla epoxy, their other offerings do in fact foam and expand which would spell disaster for a fragile meerschaum shank. I would also add that I would prefer an epoxy that comes in 2 bottles so you can get an accurate mix between resin and hardener. Those double syringes can give you other than a 50/50 mix. I have had good results with JB Weld or Loctite brands but of course many others would get it done well enough.

I just used the syringe things.
It takes so little you can put it out on a card and be sure they are close.
This really isnt rocket science.
If it doesnt hold for eternity just do it again.
The worse thing is using too much glue. You dont want it going everywhere.
I used what I had laying around. Its been a year and no problem.
It was also a pipe that had about half the glue surface of this fitler tube.

I’m sure it works fine. My only concern is you better have everything right because its gonna set fast. If you flub up its stuck and stuck hard. I would prefer something that gives a little working time.

A regular 2 part epoxy would be my choice. Just don’t use too much and make a mess. Wipe the plastic part with some alcohol to clean it for a better bond.

This particular product was recommended by @Chasing Embers (i think he said it was Yanik's adhesive of choice). Anyway, worked great for me. I even used it to repair a family members' broken meer shank and still holding.

That's my go-to glue too! I keep both the liquid and gel options next to me - the gel sets up much slower but doesn't run and is great for so many applications. Holds a bunch of my husband's pipes together at this point with no problems with heavy use when not in the bowl itself!
