30+ year cigar smoker here. For a Mooch-i-dor ( not offense meant, just a term we use amongst my buddies ) I would say your best bet is a decent cigar that comes in under 3.00 a stick. The best bang for the buck, in my opinion, would be the "Oliva Serie G" I would probably get the Cameroon version. Inexpensive, tasty, not too strong to cause nic-sickness to those who want to participate, but do not normally smoke.
I would stay away from House brands and bargain bundles. They are, as previously mentioned, lower grade tobaccos, and possibly sandwich construction, meaning a mix of short and long fillers. Those can typically taste bitter.

Like all tobacco, cigars vary greatly and do smokers taste, go with a sampler to keep everyone happy.

Get 1 decent cutter and plenty of matches.
