Another lawyer and I were discussing a local case where a man was charged with felony harassment.

I looked up the statute.

This, has been the law in Missouri for over forty years.

565.090. Harassment, first degree, penalty. — 1. A person commits the offense of harassment in the first degree if he or she, without good cause, engages in any act with the purpose to cause emotional distress to another person, and such act does cause such person to suffer emotional distress.

2. The offense of harassment in the first degree is a class E felony.

3. This section shall not apply to activities of federal, state, county, or municipal law enforcement officers conducting investigations of violation of federal, state, county, or municipal law.

Does this mean intent need be proved in order to enforce?
The prosecution would have to prove the actor had to have purposely caused emotional distress.

But sheezzz.

My mother would have done a thousand life sentences, if this was the law growing up around Bug Tussle.:)

The man charged, the first I’d ever heard of, went to his ex girlfriend’s house, after dark, shot off a shotgun several times, called her foul names and came back several times, all liquored up and bloodthirsty.

That’s not too unreasonable to charge him with harrasment, under those circumstances.

But this would apply to a bully teasing another boy, or a mean girl calling another girl names in front of her friends.

Better be polite, in Missouri.

Fun fact: the word "person" in legalese doesn't refer to a living being, like when us regular folk use the word. It refers to a non-living legal entity.

The question then becomes: how can a non-living being have emotions? Or distress, for that matter?

Her first mission is to look perfect, until the lid shuts on her coffin. This becomes second nature.

After that, God gave her a child to raise and she’ll raise that child up perfect, too. She never quits raising that child, even after the lid shuts.:)

I was just trying to say that phrase has a loaded meaning in this era.

NY law: Harassment is only a violation not a crime ie misd. or Felony. Something like a traffic ticket. Disorderly conduct is a catch all used as ‘let’s make a deal by DA and defense shiesters to charge big money to make assault 3 go away.

The language does seem a tad broad. Were that the law in California, I'd never get anything done because I'd be so busy getting people locked up.
