I wouldn't say for sure, the thing with waterpipes is people believe that all of the tar is being filtered out in the water, thinking it's a healthier alternative, and the thing they smoke is sheesh mainly in them.

The demographic of hookah smokers must be minuscule

Actually it's becoming quite popular, there are nightclubs that are somewhat new in Canada that allow hookah smoking inside, but cigarette smoking is still banned. I'm sure you can't smoke tobacco in the hookah, but nonetheless I would say hookah's are much more popular than tobacco pipes, especially among the younger crowd.

In states like Oregon where pot is legal, you can walk in to any vape shop and ask how to turn an ounce of pot into vape juice. Someone in the shop, maybe some of the half-dozen hang-arounders, will give you verbal instructions.
