If the FDA brought in a nicotine level law… how would that affect pipe tobacco?

The proposed new rule would not ban cigarettes or any other tobacco products. The FDA is proposing to cap the nicotine level at 0.7 milligrams per gram of tobacco in cigarettes and certain other combusted tobacco products, which is significantly lower than the average concentration in these products on the market today.

how does it affect the way that blends are made or is it only cigarettes?
The only smoking tobacco products excluded is hookah tobacco and premium cigars.

Looks like we will all be buying “Hookah” tobacco from now on.

They would have to find ways to reduce the nicotine content by a factor of at least 10 to even get close. I’m not sure what process that would entail, but I’m sure it would add considerable expense.

As this 2020 Chuck Stanion article pointed out, nicotine levels in pipe tobacco vary greatly, from Orientals and Cavendish to Dark Fired Kentucky.


It seems regulators may be using an all-in-one nicotine level for pipe tobacco like the one shown in the table screen-shotted below, which makes pipe smokers look like nicotine fiends.

Looks like grafting tobacco onto eggplant, is a way of reducing the nicotine levels. What will that do to flavor, taste and profile?

If engineers can take the caffeine out of coffee…
You actually can wash much if not most of the nicotine out of tobacco with simply soaking it in water. I have done this with whole leaf and it works well for burley but destroys the qualities of virginia leaf. So, any heavy casing and processing will likely achieve similar results. Black cavendih made from Greenriver leaf starts out at around 7% nicotine but is rendered next to nothing in the form of Captain Black, BCA, etc.
