It is stated everywhere the grandfathering of pipe tobacco applies only to blends released prior to February 15, 2007.

However, today I read an article in the first page of the WSJ saying in the last few weeks hundred of new cigar types were released (even if too fresh) in order to be grandfathered before the FDA rules kicked on last Monday. Basically it looks for cigar the grandfathering applies until last Monday, otherwise while there was a rush to release hundreds of new cigars types?. Could be the same also for pipe tobacco?

From what I can understand, blends and cigars introduced after February 2007 but just before August 8 will be removed from shelves in 2018. No new blends, cigars, etc. were to be released after the August 8th deadline.

The rush to get as much on the "shelf" prior to the 8th is in hopes that the grandfather date will be moved to August 8, 2016 from 2007.
I spoke to a friend today who owns several Vape shops and she's confident the date will be moved to August 8, 2016. The Vaping association, whatever it's called is lobbying very actively as well as filing lawsuits. She's very dialed in to the situation and was very freely quoting all the regs and bill info. Very enlightening.

It would certainly provide a nice sock in the puss to BT and their design to monopolize the tobacco market by wiping out all product introduced after Feb 15 2007 by instituting financial hurdles that BT could leap while knocking out the competition. They spent a lot of money romancing the 2009 law. I wonder if they're providing any bribes campaign contributions to the various members of the House committee where HR2058 is buried sitting.

I think all what should be done of all of this is adding warning labels and having the producers/blenders release to FDA contents of all non tobacco substances added to the products making sure they are within legal limits.
The health hazards from smoking contrary to popular belief does not come from nicotine itself, which is a drug similar to caffeine with also some positive effects such as improving concentration, but from all substances added to tobacco. And the ironic fact is that in this regard the big offenders are the cigarette companies with all the crap they add in order to make more palatable the cigarettes given the crap tobacco they use, increase the delivery of nicotine from the cigarettes and increasing the absorption of nicotine from the lungs, all of them with purpose of making people addict to cigarettes.
I suspect that if FDA would do the jobs they are required to do and not what the big companies what them to do, they will discover that many if not all cigarettes brands should be banned because of concentrations of toxic chemical out of law, and they would leave us alone untouched.

I believe the bill that is in Congress,if passed, would only extend the deeming date to May 5, 2016 (ie the date the regs were released). Does anyone know for sure?

Cig companies have had that restriction for awhile (earlier date for them).
They can release the new cigs if they adhere to the FDA testing process. I don't know whether any have actually done that.

peck, you have enough tobacco for 3 lifetimes, you don't give a rat's ass about these laws, who are you kidding. They are mild amusement for the man with 700 pounds of tobacco, nothing more. Now if your law degree could decipher this shit for us mere mortals, that would be helpful.

There has never been put a moratorium in place. The issue is that after a certain date (2007?, or 8/2016?) any new products have a registration cost of north of 250.000 $ This is peanuts for big cigs companies but it is going to kill the small tobacco company which typically are the pipe tobacco companies.

How on Earth are those FDA blokes quite ambiguous about what is supposed to be an ACTIVE rule.. Shouldn't they present people with a clear, and concise set of rules and guidelines?
