Briarblues,I must do some additional home work on this,nonetheless to your knowledge,allow me tell you that I just had gotten a First class package from the States holding one pipe &org box and stamp markings on the package surface were showing postage rate of $ 13 and accordingly this amount was charged to my card (paid the seller via Pay Pal-no trackings nro were furnished)

I do not doubt what you're saying. I just shipped 3 packages this am, via First Class with insurance. To FL, IN, and WI. All had insurance at under $200.00. Each one ran just shy of $13.00 per package. They all also have tracking.
Does USPS have some agreement with your country on discounted rates? In Canada, Canada Post has agreements with some countries for "beneficial" postal rates. From Vancouver it is less costly to ship a package to Japan, than to Alberta. I can drive to Alberta is 10 hours, or fly in just over an hour.

Hi, Michael, I do know about discounted rates, may be the USPS may have some agreement with Sweden, Finland,and Germany

Other day I got a light weight summer shirt shipped from Tx-U.S rate, $ 14 First Class International, no track nor insurances has arrived in two weeks

That could be correct, I also do not know. I know for duty / customs some countries have are listed as "favorable nations". I wonder is USPS has a similar system in place. As I am based in Canada, I only know for sure that here there are countries with agreements.
