Just my two cents, there isn't usually a "too cheap." If someone restored them and are selling them, someone reputable, it's because they trust it is a good smoker. They are only cheaper because they aren't collectible or sought after. Some $5 pipes smoke incredibly well. I bought a 1932 Kaywoodie for $8 once, and it is truly one of my best smokers, and a hell of a piece for my collection.
