I have been pretty lucky when it comes to buying pipes that are supposed to be ready to smoke. Coopersark is one that I have done well with along with Greatestate aka Chance, Mike from Briar Blues knows how to clean a pipe. Here a few more I have had good luck with.

pipestud aka Steve will tell you if a pipe needs cleaning or not. I got lucky on a couple of his that needed nothing. There are others I have done well with but forget their names. Treasurepipes doesn't tell you a pipe is ready to smoke but so far the ones I have bought from him only needed a superficial cleaning mostly in the shank.
I have run into a half a dozen or so over the years that have said ready to smoke but they were not. Luckily for me they were not that bad as I have no tools for refurbishing a pipe. I have my everclear, shank brushes and bristle cleaners so if it a pipe needs more than that I would have to send it to a pro. I have a few pipes that need an ozone treatment sitting in a box waiting to be sent out. In my latest buying splurge on ebay I have run into some serious Lakeland ghosts, those are the worst.
