Long time ago with EU legislation, usually preceding the weight or number or quantity and meaning "estimated", or the average quantity +/- permissible limits.

The limits are shockingly broad, What Does The E Symbol On Foods Actually Represent? | Positive ID Labels - https://www.pid-labelling.co.uk/what-does-the-e-symbol-actually-represent/

Ah, this took some digging - 1976 was the general introduction date. What does the ℮ mark mean on packaging? - https://duncanrobertson.com/2017/03/13/e-mark-mean-packaging/

I don't have a date for tobacco tins, specifically.
