'Made in the UK' suggests Murray's production. They were the manufacturer until 2004 or 2005.
The 2001 directive points out to between 2001 and 2004-05.
In any case, you have tins that are about 20 years old. That is very good.

But I’d add that even the empty box may be collectible/resellable. I’ve never seen one like it and wasn’t aware that Dunhill had ever sold tins in prepackaged assortments quite like this. (I’ve only ever seen their Christmas samplers of mini-tins.)

Not exactly sure when, but I did see those 5 packs for sale for a while in the U.S. back in 2012 or 2013, give or take a few years. I didn't know they sold them before that, though.
