I just read through the rules, and having been a moderator here once, I wasn't aware of this, nor did I find it in the current list of rules. However, I may have just missed it. Which part of the rules did you see this in?

I don't have that particular booklet, but a number of years ago I bought this John Middleton Blending chest on eBay

The chest contained a similar booklet plus jars of various tobaccos (which had a tax stamp dated 1926)
