Absolutely definitely not. When I'm driving, I'm driving and nothing else. The safest wreck is the one you avoid; this is why I'm a big proponent of nimble cars that avoid the wreck, not SUVs that plan on wrecking, but when you hit the car, will hurt the other guy as much as possible. Awareness awareness awareness, and car control. I have the top of the line Miata, and it came with the premium Bose stereo, so I disconnected it to make a point. When I'm driving, I'm doing nothing else; no cell phone, no NAV screen, no looking at the passenger, no fiddling with the radio, always two hands on the wheel, never use cruise control, always know what's around me and have an escape plan, nothing but driving going on in my car. But that's just me; I can't tell anyone what is right and wrong for them.
I am against the government mandating motorbike hats and seat belts; while I wear both, I don't think it's the government's job to enforce common sense, because governments are like fire, that never says enough, and are always wanting more power, that they never give back.
To me, driving is a 100% commitment activity; and shifting and smoking would be difficult, and reduce my ability to avoid the wreck I see coming. But that's just me, your mileage will vary
