I use a stiff piece of tanned leather. Tobacco scraps get tossed next to the tomato plants as an insect repellent.

I'm mostly packing on the go so I keep some coffee filters with me. But honestly I hardly pull them out and just try to pack the pipe as carefully as I can.
I don't always have them on my desk like this but my bamboo valet tray I use for letting some tobacco dry out and my grandfathers pipe/ash tray which is older than me.
I use an old pewter bread serving tray. It helps, but I still spill some

I really like the variety of sizes and leathers he offers. I’ve used ceramic and other relatively hard items as a tobacco tray but find I'm less nervous about accidentally dinging my pipe if I set it on a leather surface.

If I am not loading from a pouch or very wide mouthed jar, I just open a magazine and load over that. Easy, handy, and the seam makes it easy to return the tobacco to the jar.
Ive been using a 1943 US Army Steel Mess Tray since the early 90s for rubbing out flake, cutting plugs, cleaning pipes, loading from tins and stuffing jars with bulk tobacco or just making a general mess.
I usually load my pipes at the kitchen counter, paper towel or paper plate works for me.

I don't have one but have been thinking about asking one out of leather. I usually use a paper towel.
I use a paper plate as a staging area before filling. Let tobacco dry out a bit. Also, examine tobacco under good light for stems to be removed, clumps to rub out, also foreign objects -- I have found tobacco bugs and ribbon-cut cellophane

@Professor Moriarty Oh yes...I want a tin of that ribbon-cut cellophane. That would have truly tasted nasty. I think something that folds is handy as well. As mentioned earlier...pipe catalogues that come with tobacco orders work great.
I remember an older fellow pipe smoker had one tobacco. That was it. Loaded from a huge wide jar you get your hand in. That's how I learned to load one finger style I'll call it. Works with pouch tobacco too. Issue for me when it comes to the myriad varieties I have jarred I can't get my finger in the jar to load how I like. So the leather tray as OP has is indispensable for me. Mine is about 7x7 unsnapped and about 6x6 snapped. It can break down easy and travels well rolled up.
My "tray" is an open glossy mag, or even a newspaper. Most jars are wide enough I don't need them.
