Davy Jones was never the villain. Sparrow made a deal with him to raise the wreck of his burned ship the Wicked Wench and tried to get out of service to Jones upon completion of the task. Later, the East India Trade Company discovered how to control Jones and tried to use him as a tool to conquer piracy in the Caribbean.
