Sounds like the neighbors hate each other. Just plug the damn hole and be done with it.

That's my take on it, seems to be more going on here. A hole is pretty easy to fix, doesn't even have to be pretty if it's in the basement.

It's really impossible to judge without knowing the full facts and allegations.

Yeah, this guy could be standing by the hole intentionally blowing smoke through it for all we know. People do some pretty petty, d-baggy things to each other. Hard to say what's really going on here without more facts. The article seems to indicate that at least one party was willing to work things out via mediation. Someone is just being stubborn here.
