Cheap cigars -- and Phillies were cheap, may still be if they exist -- can be pretty flavorless and/or harsh. I'd certainly try one of these, maybe even two, to see if there is any goodness in them, and if so, smoke the rest too. I think they won't be much, but cheap cigars are like inexpensive pipe tobacco. Some is awful and some is tasty. If there is anything good about them, it would make a terrific story for pipe club or pipe shows. Once they're smoked up or thrown in the trash, they could get better and better in the retelling over years to come.

The odds that they were kept in proper storage is slim, but those cigar brands that are now crappy, machine made gas station brands were once hand rolled, decent tobacco. Some even incorporated Cuban leaf up to the embargo. Can't hurt to slowly rehumidify them and see what happens. At least you have a cool, old cigar box.
