Heathrow does have Duty Free pipe tobacco. They do not have many selections and the tobacco was hard to identify. It is in the boxes with the pictures of the walking dead on them. It says Virginia or Burley on the box. The lady at the store said she could not offer me any help other than to show me where the pipe tobacco was.
I ended up not buying any. I did stop off at James J Fox and Dunhill and made a good haul. Davidoff was closed when I got there. I filled a backpack up. No issues getting it through as my carry on and no issues getting it through customs in the USA. They asked me if I was bringing any alcohol or tobacco back with me. I told them tobacco. They stamped my stuff without looking and off I went.

I flew out of Terminal 4, and they don't allow you to enter other terminals (separate security at each). Duty free there had zero pipe tobacco.
Malta duty free had some generic stuff and a couple Mac Baren blends (Scottish Mixture and Original Choice). 5 x 50g package for 32 Euros.
