Have no experience with Peterson but the Savinelli pipes I've owned and seen were always well made. No pipe is 100% perfect but that vendor is full of crap. They just don't want to handle a return.
I agree 100% with @hoosierpipeguy. I don't have any experience with Peterson either, but my first brand new pipe purchase was a Savinelli. It is a great looking pipe and when I received it I noticed a very, VERY tiny pit in the finish in a spot that wasn't shown in the online pictures. I inquired with the seller since I was a new pipe smoker and was informed that it is always possible that a pipe may have a minor defect that also may elude the photographs, but also offered to take it back if I was unsatisfied. I had inquired more out of curiosity and had already decided that I wanted to keep the pipe, but definitely appreciated their information and customer service.

I've been able to let go of some of my perfectionist tendencies over the years and can now appreciate some defects and oddities for the uniqueness and/or artistic expression they add. However, if it's a new pipe with a noticeable flaw that is problematic for you, then any reputable vendor would have no issue accepting a return or offering a discount (as is sometimes the case when I have inquired about a non-functional issue with any product, not just pipes). I had an issue with a pipe that always gurgled then I realized I clenched it more then my other pipes. I made it a point to smoke that pipe without clenching and even made sure to hold the bowl higher then the mouthpiece and I didn’t get the gurgle. After that I just worked on how I clenched and problem solved. Now to solve my many other problems ?

Gurgles are very common if the number of posts on the Forums are an indication.
Sometimes I do, sometimes I don't - lot of factors. I don't allow that to spoil my smoke. Nor do I navel-gaze and try to work out why.
A pipe cleaner gets rid of the XS moisture in a couple of seconds - then I get back to enjoying my smoke.

Being the owner of about fifty of my ninety pipes in the moderate to low price range, factory pipes, I report that most of the finishes are pretty good, no peeling, no fogging, no coming off on my hands. So this is an unfortunate coincidence. I think the jewelers cloth will certainly help. Over time, most pipes darken somewhat, and with wear, it may take on a pleasantly used look that gives it character. Especially if it smokes well, I wouldn't let this spoil your pipe smoking. I think after this, the odds are with you.

I've got lots of Petersons. Nice tasting wood. No gurgle problems for me. May be technique? Get a Peterson System! They smoke very dry. I only get acrylic stems now.
their system pipes are worth the little bit of extra cost. It really is like a filter that doesn't mute flavor but enhances it. If I had to only have one pipe it would be a system pipe. And the p-lip works even if it feels weird at first.
