I have lived in Sarasota FL since 2003. In all these years of ordering tobacco in high heat, I have not seen any issues with tobacco not being in tip top shape.

If the Tin is sealed I dont think heat alone is going to do anything to the Tobacco. It migth actualy sped up the cellaring fermentation. (Migth be an Idea for an Experiment). If of course there is already a issue like fungal or bacterial spores, then that is going to bloom like crazy, but that would require there to be an issue with hygiene in the packing plant.
