I can sort of see the stamp in that picture. I think if you took a high quality picture of the shank up close... it my be possible to recognize it.

I've looked at it with a magnifying glass. I still can't make it out.

Because you don't know what you're looking for or at. If you attach a stem pic, someone here might can help you.

But just judging by the shank/stem it looks like a garage job.

Definitely looks like the hand scrawled signature was done with an engraver.
I think if you will mark this signature with thin black marker you can see more than now.
This actually isn't a bad idea. A washable marker would probably fill in the indentation in the signature and wipe away from the flat surface on the shank. Even if it's homemade, it could help you come up with the name of whoever made it.

I give you 50 bucks for it. It also could be the third pipe carved by Teddy Knudsen and could be worth 7-10 grand.

Sorry but I have no clue other than it is a pretty pipe and I will up my bid to 100.00 if you show pics of the chamber.

Probably a hobbyists. The signature may have been done with a dremel.
But it is an attractive pipe.

I have had success getting faded markings from pipe shanks with a "rubbing".... stretching a piece of paper over the marking and rubbing the side of a crayon or pencil against it. I just recently identified an antique store find this way.

In any case, welcome to the forum, from NE Wisconsin!
