Looks like a gold banded meerschaum to me. Didn't know there were any, but why not? There were gold banded system standards...... I have one.
This looks like the equivalent of a 313.

aren't gold bands supposed to have hallmarks on them? I have seen some silver petes from the 40s which had a weird coating that looked like gold(not plating)

I don't think so , but I am putting a ton of effort in finding unusual pipes and getting them
from whole Europe not only Germany. At the same time when I look at the Us market I think the same. For example I can't find any Peterson sports, short or sportsman pipe in whole Europe, at the same time there are dozens on the US ebay for dirt cheap...

The one I have is a 314 "Gold Block", stamped on the shank. I don't recall what is on the band... but it is gold plated.
I saw that series last night while doing some research and this pipe is probably also gold plated nickel but not a gold block
