I stand corrected regards American tobacco taxes, thank you Michael.
However what I said most certainly applies to the UK and likely other European countries. Here vast revenues are collected from all smokers (and drinkers).

Taxes on tobacco products are only part of the story in the US. The Master Settlement Agreement has made the states virtual partners with the cigarette manufacturers. These revenues are significant and jealously guarded. The restrictions on RYO products, vaping and the new FDA regs are in large part a result of the states lobbying to protect this revenue stream. My own guess is that the days of being able to purchase tobacco products on line or ship them across state lines are numbered.
