Whole Leaf Tobacco ships to NZ. I believe they even attach a tag on their package explaining to Customs what their own regs are. There are quite a few kiwis on the FairTradetobacco Forum (a tobacco growing forum) that import tobacco all the time. From what I recall they usually import a few pounds at a time and it goes right through customs (because it is legal). Occasionally they will send the buyer a letter stating that the tobacco has been detained so it can be heat treated to kill any bugs/pathogens. I think the treatment costs something like $75.00. Check out the forum and ask some of your brothers. Of course this means you'll need to shred your own tobacco and become a blender... and it's never too late to start growing your own!

Importing wholeleaf into NZ works ok, but expect to wait at least 4 weeks to get it as there will most likely be a delay when it gets to customs and is sent for heat treatment. Heat treatment has gone up in price - was $45 last year. Shredders are available for about $250 for a decent machine but only cut .8 of a milimetre - closer to RYO than a pipe tobacco cut.

I've not ordered any whole leaf for a while as I have had better luck getting tins from overseaes suppliers.
