I don't think I'd even bother to ream it back to bare wood. It's pretty normal for the chamber walls to char a little during break-in, and you would probably end up with concave walls if you did try to sand away all of the carbon. Whatever cake is present is helping to protect the briar, so I would just ream enough to achieve a thin, even, smooth layer. And then get back to smoking it! puffy

As previously recommended a bit of sandpaper around a dowel or thick pencil will do the job, this method has less risk than an improperly wielded reamer, though it may take a bit longer. A little maintenance and that pipe will last a lifetime.
